Apostille

An apostille is an international certification that authenticates the origins of a public document. (See The Hague Convention Abolishing the Requirement for Legalization for Foreign Public Documents, Oct. 5, 1961, 33 U.S.T. 883, 527 U.N.T.S. 189 (the “Hague Convention”)).

Who issues Apostille

An Apostille or Certificate of Authentication is issued by the Secretary of State.

We are licensed by the State of Pennsylvania to serve as Notary publics and can facilitate a smooth processing of your legal original document for Apostille.

We will notarize your transcript/diploma for free and send the document along to the state with your other paperwork. Then the state will apostille it and mail the document to you. If you have additional questions, please contact Mea (admin@blendsgroup.com)

What are the requirements for apostilling a document in Pennsylvania?

The following are the requirements necessary to apostille or legalize a document in the state of Pennsylvania. Also listed are the types of documents that can be apostilled.

 

Apostille Service for an Original Document

You will need to make sure of the following:

  • You have an original document or duplicate issued by the State

  • Appropriate signature is provided

  • Original document was recently issued

The apostille of the original takes anywhere from 4-10 business days. (COVID-upwards)

 

The Pennsylvania Secretary of State apostille public and private documents if the following applies:

  • Documents have the proper seal and signature from the appropriate Pennsylvania official

  • County documents have the signature of the clerk in charge in the county office

  • Marriage certificates are signed by the register of wills or clerk of the orphans court

  • Death certificates are signed by the state registrar

  • Diplomas, transcripts or criminal record check are notarized by a Pennsylvania Notary Public

  • Documents signed by State Registrar Marina O’Reilly Matthew are accepted

Please note:

  • Documents signed by a deputy clerk or an assistant will NOT be accepted for an apostille

  • Birth certificates should NOT be notarized

  • Death certificates signed by a local registrar will also NOT be accepted

  • Photocopies of original notarized documents are NOT accepted

PENNSYLVANIA APOSTILLE OR AUTHENTICATION

 

  • May I send my federal documents to your office to be authenticated?

No!

Federal documents are not authenticated at the state level. Please contact the United States Department of State Authentications Office.

 

  • Can my document be sent to a third party by your office after it has been authenticated?

Yes!

Documents may be directed to a third party when the sender encloses a pre-addressed, pre-paid carrier-envelope when mailing the documents to our office for authentication. Any document received without a paid return envelope will be delivered to the original sender via United States Postal Service.

Is Expedited Processing Available

Yes!

Expedited services are available and fees are in addition to the statutory fees associated with the type of document submitted or service sought.  

Apostille

An apostille is needed in order to use United States issued documents in other countries around the world.

Embassy Legalizations

If the country where you are using the document does not accept Apostilles, then they will require an Embassy Legalization.

How long does it take to get an Apostille Certification from Pennsylvania Department of State?

Normal processing: 2-3 business days, plus additional time for mailing. (COVID 2-3 weeks).
Counter Service: up to 2-3 business days, same day service may be available depending on workload. (COVID 2-3 weeks).

 

How will the Apostille Certificate come back after I order from the Pennsylvania Department of State?

It will be returned by the type of pre-addressed prepaid envelope or UPS air-bill that you provide. Federal Express or DHL are not accepted. Return service by fax or email is not available. USPS or UPS only.
